Maasvlakte 2 Wind Farm
On the sea defences of Maasvlakte 2, Eneco is realising a wind farm with a capacity of over 100 megawatts. Rijkswaterstaat has given Eneco an assignment to build an innovative onshore wind farm that will generate more than 400 GWh of green electricity per year from 2023 onward.


The location
Maasvlakte 2 is an ideal location for a wind farm. There are always strong winds in the area and there are no homes in the vicinity. The wind turbines will be erected on both the ‘hard’ and ‘soft’ sea defences in the industrial surroundings of Maasvlakte 2.
The project cover be a total length of approx. 7.5 kilometres. The 2.5-kilometre long hard sea defences consist of a dyke body with a paved surface on top and large boulders in the surf. The 5-kilometre soft sea defences consist of beach and sand dunes. The wind turbines on the hard sea defences will be positioned on the land side of the dyke. The wind turbines on the soft sea defences will be erected on the beach in front of the sand dunes.

In the Maasvlakte 2 zoning plan that was adopted in 2018, the sea defences were designated as a location for generating wind energy.
The artist's impression shows the location of the park on Maasvlakte 2. It is a sketch of a possible variant. We will know more about the number and exact size of the turbines after the completion of the environmental impact assessment (MER).
Affected surroundings
Maasvlakte 2 was built for the innovative, sustainable and deep-sea related port industry, such as container terminals, logistical service providers and the petrochemical industry. But there is also plenty of nature among the ships and industry. The area attracts a wide range of bird species, both breeding birds and migratory birds. The outer contour of the Maasvlakte is intended not just as a sea defence but also as a beach that is popular with holidaymakers.
Amongst others, kite surfers, bathers, hikers, cyclists and anglers like to visit these beaches. Given all of those activities, there are many interests at play in this area. While developing this wind farm, Eneco will allow for the possible effects of the wind turbines on the surroundings. We are commissioning in-depth studies into the impact of the wind farm on the natural world, the recreation sector and safety before we apply for the permits.
In the past, a number of nature and environmental organisations were involved in the initial designs of the wind farm. Talks were first held with the representatives of companies, recreation organisations and residents to discuss concerns about the development and construction of the wind farm. In the time to come, Eneco will continue to involve the surroundings in the process.

Working together to achieve sustainable energy
Eneco is developing the Maasvlakte 2 Wind Farm in close cooperation with the municipality of Rotterdam, the province of South Holland, Rotterdam Port Authority, the Central Government Real Estate Agency (Rijksvastgoedbedrijf) and the Ministry of Economic Affairs and Climate. Rijkswaterstaat is the owner of the sea defences on Maasvlakte 2 and will purchase all the electricity generated by the wind farm for the next 25 years.
The new wind farm will generate more than 400 GWh of green electricity, which is equivalent to the energy consumption of approximately 138,000 households.
